COUNCIL PROTOCOLS

- The size of the Council, as determined by the District Directors, will be limited to thirteen (13); seven (7) Directors and six (6) Council Members.  The number of District Directors is specified in the MAHA Annual Guide.

- Directors are elected to office according to the guidelines in the MAHA Annual Guide.  Council Members are appointed by the Directors.

- Directors vote on all matters at the District and State level.  In all cases at the District level (including Committees and Hearings), the Chair only votes in the case of a tie.

- Council Members vote on all matters at the District level.  Council members do not vote at the State level.

- Directors and Council Members are expected to attend a minimum of 60% of all scheduled District Monthly meetings (August to July).  Directors are expected to attend the MAHA Winter and Summer Meetings.  Failure to do so may result in their removal from the Council.  Three missed consecutive meetings requires a Council review.  Participation by electronic media (i.e.: Skype) does not qualify as attendance.  In those situations where time is of an essence, voting is allowed by electronic media.

- The Council must elect a Chairperson and Treasurer.  The Council may elect a Secretary and other officers as it deems appropriate.

- District officers (i.e.: Chair, Treasurer, Secretary) serve for one year and are elected by the Council no later than August.  The Chair must be a Director.

- The Council shall follow the financial protocols as established by MAHA.

- Candidates wishing to join the Council as Council Members are required to attend three (3) consecutive Council monthly meetings to be eligible for appointment.  (Directors elected in MAHA election years need not meet this requirement.)  Directors elected in MAHA non-election years must meet this requirement.  Council member terms follow the same incumbent policy as Directors.

- Members of the Council (including Directors and Members) shall be reimbursed for out of pocket expenditures only.  The District Directors will determine which Council Members will be reimbursed for attendance at the Annual and Semi-Annual Meetings of the MAHA.  This will be determined by participation in District activities or as determined by the Board.

-The District 4 Council follows ‘Roberts Rules of Order’ for all meetings.
